Isn't this the 3rd time Aeroplan offers transfer bonus this year?

The first one was a tiered bonus in March/April.

The second one was a flat 35%? bonus in Jul. I could take advantage but decided to wait for the next go round though never thought it would be so soon...

Now here comes the third one also as flat 30% but excludes Hotel+Air package.

So Aeroplan has transfer bonus every 3 months, but now blocks the best option. This makes the transfer bonus pretty useless as the regular ratio is exceedingly poor value.
