I think it depends. The Club @ SJC hasn't had overcrowding issues that I'm aware of, for instance. Meanwhile, the KAL lounge at LAX was pretty crowded when I went a few months ago (and as mentioned before, Alaska's blocks PP users fairly often now).
Also, the YVR transborder lounge was pretty crowded earlier this week (to the point where I didn't bother staying long), but I'm not sure that's primarily due to the CSR.
