In your case as a nonstop each way, yes, it's a per leg fee. But like yyznomad stated, it's better to call it a per direction change fee as someone booking an itinerary with a connection would only pay the change fee per direction not per leg.

And I think your criticism of AC on this one unjustified. A while back everyone grumped about the Sat. night stay rule on the roundtrip fares making for very expensive fares should business plans make you unable to meet that fare rule. So, AC brings out one way fares, much like the competition, and still some grump. BTW, I'm guessing a couple of change fees on a $1100 fare is still better than one of the previous $2800 transcon full fare prices. In some respects, there's no winning for AC no matter what they do...
