I'm currently booked on HEL-CPH-DOH-DWC in 17 days time with qatar.

Clearly this is an impossible route with the embargo in place.

I booked through american express travel and neither qatar or Amex travel have contacted me about this by email, telephone or normal post mail.

Can I invoke EU261 with respect to this if it gets within 2 weeks of travel without notification?
I understand that qatar could reroute me but they'd need to ensure my departure was no more than 2 hours earlier then scheduled and arrival no more than 4 hours later. My connections total 7 hours 35 mins so I guess that is a possibility.

If I hold off until thursday until contacting amex can I force EU 261 if they either suggest a cancellation or routing which breaks the above rules?
