The sign seems pretty clear to me. I struggle to understand your interpretation that I bolded. It's an Air France/KLM lounge primarily for Air France/KLM first class customers.
The sign by itself is absolutely meaningless as it could be interpreted either way but in the context that it is an AF lounge, I would agree that the sign meant no access granted to those programs.
