That's contradictory (and not my personal experience). We booked 3 seats (C+) for 2 people to PVG a couple years ago - both HoyaHubby and HoyaHubbyXTRAseat BPs were scanned when we boarded. That's how they know the seat is taken.......
Yes, it works if you book XTRAseat in the
same cabin. OP want to book extra seat in DeltaOne with the rest on Economy. Different situations.
