Before OP starts recording calls (which may be a felony where he is located and we don't know where he is located) and involving CC companies, the above language from the third-party opaque vendor is something he needs to get past. It may be that the ticket is non-cancellable and, if it is, the vendor won't issue the letter he seeks and that is what it will tell his CC issuer if he disputes.
The CC company may tell him to take a hike, but there's no harm in sending an email or letter. Every bit of documentation that he gets to show the insurance company that he made a good faith effort to cancel
might help him get the insurance to pay up.
