This story seems to be an example of social media puffing, doesn't it?
The Kenyan government, in an move to reduce litter, had banned manufacture and importation of plastic bags as a commerical enterprise and can levy fines of up to USD 40k to violators. That "importation" seems like it got conflated to include Joe Tourist carrying his toothpaste and shampoo in a Ziploc. How could anyone really believe that will happen?
This interpretation reminds me of the infamous "death panels" social media furor.
(Though I won't assign cynical political motives here )
