As for the figure of £600M being invested, as it's currently not confirmed whether the long-overdue new seat will be retrofitted onto the existing fleet,
That's right, the journalists and bloggers at the launch of the food were only given starters and desserts(!), and were promised that new main courses would ready when the service launched. However, the main courses so far are just the same as Do&Co serve on their other BA routes so there's either been a delay, a cutback or some misleading going on.
I do hope that BA continue to improve this area, as the starters and desserts are a big step up - it would just take a little more to make the whole meal service more competitive.
As for the 600m, I don't think anyone has yet been able to pin down if this is capex expenditure (such as seats) or opex spend (such as food), and over what period this covers (will be impressive if it's 1 year, won't be noticed if it's 30 years!).
The good news is that BA confirmed it will have the new bedding on all CW seats by summer 2018 - if the food improvements come at the same time, this will be far more aggressive than they previously suggested.
