Contact the agency in writing and demand the ticket be cancelled, stating you are asking for only a cancellation, not a refund. If you get a written refusal, send that to the insurance company. If you paid with a credit card, you might also consider contacting them when you have a written refusal in hand and stating the agency's refusal is preventing you from making a claim with the insurance company and ask for their help - some companies might help you, others won't.

Also send the airline written notice that you want the ticket cancelled.

This situation likely will get messy, so get as much as possible in writing and don't depend on phone calls.
