Why do you expect to be able to confirm a complimentary upgrade in advance?
Status-based updates are based on room availability when you get to the front desk. It's quite possible that upgraded rooms will be gone by then - either folks taking advantage of this offer or other elite status members checking in before you. This is an offer to avoid that risk and confirm an upgrade now.
