Question Pre-offered a Marriott room upgrade ... for $$

Hello ... relatively new Marriott Platinum here (was Marriott Gold, but longtime Platinum with SPG) and hoping for advice

For an upcoming stay at Marriott Leicester (UK) I received an email stating: "We invite you to use the new eStandby UpgradeŽ programme to potentially upgrade your Deluxe Room, 1 King at a special offer rate. View Your Upgrade Offers."

All the options are cash priced (modestly) but there doesn't seem to be an option to select the complimentary upgrade that I would expect. Does this mean this property doesn't give those out? The email is personalized and has the partial MR number in it so they must know guests' status. At what point do cash bids for upgraded rooms eclipse elite members checking in? It's a fairly standard Marriott.

No doubt Starwood properties upsell better rooms prior to checkin, but I've never been emailed as an elite, never mind been asked to pay.
