Since announcing the new, tougher upgrading rules, two things have happened. Firstly, a lot of people have accelerated trips, which has increased demand, and soaked up inventory. Secondly, they have, in some cases, reduced the number of seats available for these promotions. There is so much paper (award certs) chasing so few seats, at this point you'll have to be very lucky (or early)to get one.
