BART runs under Market Street, if you're trying to plot locations. It does NOT go to Fisherman's Wharf, though you could connect by bus or tram along the Embarcadero (last BART stop before you head off to Oakland).
The cable car turnaround is as Powell and Market (just a block off Union Square) that could also take you to Fisherman's Wharf, though probably not a good idea with luggage. If you got off at Civic Center, next to City Hall, there would be bus service along Van Ness down to Fisherman's Wharf.
