I think there may be something to the idea that this offer is targeted at the end of the first year of cardmembership.

I got the offer on a card I opened in January. Nothing for the other AS card that I've had open for years.

SO got an offer like this last year and it was also the end of his first year with the card. His card is still open; nothing offered for him this year.
