It's the wild wild west. They can do whatever they want, including calling a regular room a "suite" or insisting that P&C bookings require different suite inventory.
sadly this is pretty much spot on. Hyatt has loosened their terms, but more importantly, they just don't hold hotels accountable for anything or force them to honor benefits.
