Most of the time the two buckets are tied together. If you take the 2 Cs, then the U will typically go down. And same vice versa...you take the 3 Us and most likely C will drop immediately to 0.

Also if applicable, the J/D/I inventory will also typically drop by the same number.

All if this is a very simplistic view of inventory management. The algorithms are far far more complex.
