I don't know, but the way it normally works is that if you're coming from other EU countries (or the USA if there were to be any US flights) then you need to go through passport control but you can bypass security. Does it really matter? It will probably take the same amount of time airside or landside. Are you trying to do a non-EU to non-EU transit and not eligible to enter the Schengen Area without a visa?
My experience is the opposite. E.g. when transiting in IST from non-Schengen origin, there's only security but not passport (and neither when from Schengen or iirc even US).
My scenario is a turnaround so every minute is important, and a long queue in passport control can be a deal breaker...
