good guess which is what I stated before but Marriott generally changes Cat in March except when their algorithm prompts a change at any time other then March when redemptions indicate an immediate change is required
this prop started at a Cat 5 for strategic reasons which have now been met and IMO no longer apply

I am guessing that Award Category is going to change starting 2018 that's why they are not putting up rooms availability on awards for 2018.
