I think this is because of the override. For whatever reason the system is still showing you ineligible for PC. I have an upcoming reservation and the seat map looks the same as that now. I selected bulkhead seats before the seat map flipped to Premium. Once it did, I couldn't select any other PC seat (Gold on lower fare and didn't pay the PC seat fee).
