Yes, exactly. Thus there is a straightforward answer to the initial question that you've complicated for no apparent reason. OP was never proposing to do more than a single booking on a single ticket.
He talks about doing a multi city trip on Concur. My experience with Concur is it will not put all the flights on the same ticket unless they are all on the same airline.
