No, that is not the issue. Golds simply don't have this benefit any more. Even if you make an award booking for yourself alone, you have to pay change and cancellation fees.

There are other Gold benefits whose scope remains unchanged or in some cases has even improved from previous times. For example, everyone on the same booking as the Gold gets the Gold baggage allowance, both by piece count and max weight per piece.
