The best advice is to not expect op-ups and be satisfied with the cabin you booked. And if you do get op-uped, then hooray!
Well it's good to know it *can* happen even when Y is not full. And that's pretty good advice. OZ Y is not bad anyway.

Another data point (since this thread is on my mind while sitting here at CTS). I just checked in for OZ 173, and I got upgraded to J but they specifically said it was because Y was oversold.
They also explained that although I was seated in J, I would get a Y meal, and they asked if I was OK with that (of course I am, I mean, I'm just glad to get a nicer seat). They then asked me to sign a waiver indicating that I understand that I won't get a J meal. I snickered a bit, since I imagine they require it as a result of some irate, entitled op-up. The agent laughed too - maybe she understood why I thought I was funny.
Is this waiver normal? I know sometimes you don't get J service on an up-op, so I was prepared for it, but I didn't know they actually had a waiver for it. Thankfully when I got op-uped to LAX this summer I got full J service
