I don't think you're booking to early. I consider Ha Long travel agents with how airline partners sometimes block other partners in the alliance with award tickets. Some agents have access and good prices to cabins, others will not have the same access to that boat. If one place quotes you a price that is not what you asked for, it means they don't have availability and they will try to upsell or offer whatever they do have to you. It might be really sold out, or it might just be that agent doesn't have as good of access with that boat operator.
I got that feeling after emailing a few places. Problem is no way to know who is the operator and who has the inside with the ops.
Indochina which I think runs its boats got back 1 cruise is soldout (all of 10 cabins) very fancy and expensive and claims another doesnt do the fishing village while its Itin on its site says it does. Cant even trust the operators. And keeps pushing me to take a different boat which has a small single cabin. wonder why

Unless an agnet gets back with a cheaper price, I will wait till Im in HAN next week and as I walk around I will check out the price for the 2 main boats Im thinking about for Bai Tu Bay, but if theres a super deal for HaLong Id go with that
