Kid's scooter as hand luggage?

Hoping that some one here could give me a conclusive answer as I have not found answers that I am confident in on the internet or on the phone.
My family and I are flying LHR-EDI for a short break on a hand baggage only ticket. My daughter is young - almost out-grown her buggy but not energetic enough to spend the day walking around a city - so we had planned on taking her scooter as hand luggage. Size-wise, taking the handlebar post off the base it just about fits within the dimensions (- going diagonally in the cage would be fine). I was concerned about being refused due to the post being a metal pole and considered a potential weapon.
I have contacted LHR security via their website and the reply I got was that it was ok. I called BA twice, the first time I was told no and the second time I was told that it was ok.
Does anyone know the real answer? I don't want to be forced to check it in at the airport as that costs £65. I'd also be happy to not take it in a bag and then have it put in the hold at the gate like a buggy would be.
My other option really is to just take the buggy - I believe that this is still free with a HBO fare.
