My bet would be that MCE ends up with a specific booking code once the premium economy retrofits are completed in order for the purchaser of the intl PE ticket to access the MCE seating on the domestic segments. However, doing so doesn't necessitate the need to prevent elites from choosing an MCE seat at booking. Proper inventory controls can allow that.
