How does that differ from BA. BA lists different variation of their 0344-number 16 times on their general Telephone numbers and addresses page. The 0844 is listed once towards the bottom of the page with the warning that it may be subject to provider imposed surcharges.

It's the same on the Contact Executive Club with the difference that the 0844 is at the top of the list (though with the same warning) followed by 14 variations of the 0344-number.

It seems to me that the premium number is easily avoidable.

Why do I write what I write? Easy. I tried replicating what you describe and come to the conclusion that even an unalert customer would find the phone number where he'll be charged local rates.
