There's a one bag limit on normal buses, but no such limit that I can find on the CityFlyer routes.
The normal bus's 1-bag limit is usually not enforced when:
1. The baggage has its baggage tag.
2. You are boarding toward the route's end.
3. The bus is not full (i.e. the reserved space for wheelchair is not used).
