Where did you hear this, it's not true as far as I am aware? They've moved the T2 drop off point while the T2 expansion is being done, but there's nothing about a charge on the website.
I picked up my daughter from T2 at 2.30am on Monday and you have to go into the short stay car park. Min fee £4 for 30 mins even though I was there less than 5 mins. I have posted my thoughts on this daylight robbery on MAN's Facebook page but they just fobbed me offer with its stop congestion.
