I have just read in the Singapore forum that (as I expected) someone has received email confirmation from Changi Airport that T4 passengers will *not* be permitted to visit T1/T2/T3 airside Changi Terminal 4 .

The poster (@Bflotraveler) also confirmed the reverse is also true ("only transiting passengers departing from T4 are able to use the shuttle bus in T2")
