CX's Asiamiles seem to be the only one lenient enough to permit upgrading of BA flights from anywhere in the world and on all mileage earning fares.
I think the upgrading from country of membership origin has changed. Just like you can issue a ticket not origination to / from your membership country.
I haven't done this in years (luckily been in F all the time) but I'm pretty sure this changed a couple of years ago.
I have no experience with the original posters question. But it does sounds like BA. I think what BA does is reissue the ticket in the fare bucket for upgraded F class. Not sure if this has anything to do with why they cannot do it.
