I think its a game of two halves. I saw a lady peering at one of the Boris bike maps in London yesterday, so asked if she needed help getting anywhere. She probably wouldn't have asked anyone until I started the conversation. Lots of people are quite shy, which can be missed by those who aren't. No besmirching of your own EQ intended of course.
