The move is only temporary at this point. It is to accomodate construction. Alaska or the port (I don't know who's responsible) will be installing underground fuel lines. At times, various parts of C and D will be closed for this construction which will make it necessary to have the extra gates available. AA is down to only about three gates in the C concourse and I believe AS will eventually take over the entire C concourse soon as well.
I don't belive that the N concourse currently has any INS facilities. I thought the UA flight to/from Tokyo was cleared at the S gates as are all other international arrivals.
