The fact that a bank's marketing department targets you has no bearing on whether or not their underwriting department will approve you.

Anyone with an 800+ FICO should expect to be approved for a Capital One card at a high limit (unless you're over 1/6). I would've been more shocked at a denial than anything. We're not exactly talking about the JP Morgan Reserve here.
