Because you're probably the first person to have ever made this accusation towards Cap1's program, based on your faulty assumptions and apparently not having fully read the offer before applying. It's been pointed out to you in multiple ways how you're misreading things and that the Cap1 offer page makes it abundantly clear how the redemption rates are calculated.
You indicated in the OP that you're inexperienced. Those of us with experience have tried to educate you. You would do well to learn from your mistake and focus on how to improve in the future, instead of tilting at windmills.
