If you want LH F but don't want to use LH miles, you have to be comfortable booking it at T15 or less. Whether you want to book something else as a backup and just pay the change fees if/when LH F opens up that's up to you.

No other option unless LH accidentally releases LH F space early (like they did on FRA - YYZ a few years back).
