My understanding is that they are intending to use the third runway only when weather is bad enough that they can't use the existing two runways for simultaneous arrivals (because they're too close together). Thus, it's not really for expanding capacity, just for offering the equivalent capacity on days when it's socked in. Of course, this may be their marketing message.
