I had the same thing happen at an HLE last year. Didn't find out until I called them to arrange a ride to their office. Then I was told to call back in an hour, waited 2 hrs and was told the same thing. At that point I told them to cancel the reservation and made other arrangements. As a follow up, I emailed Hertz file a complaint and was given some points for the inconvenience.
