Anyways, without SEN or higher status, availability of F seats is quite limited. (Although some people report getting lucky farther out than just 15 days before departure.)

Without status/availability, I'd take the route you came up with yourself. Change/cancellation fees for flex awards are quite low, so it's reasonable to book business flex awards in case no F awards become available.
