Citi is actually quite decent in that regard. I had to do the same in the early 00s upon the CS rep’s suggestion in order to get AOL to stop billing me and they made sure that the new card number was not billed by AOL
I received an e-mail a little while ago from Schwab indicating that Citi gave them my new card number for bill pay. Hopefully Citi doesn't give Experian the same information. I bet if I threaten to cancel the card yet again, they may go ahead and refund me the $29 instead since I've been a profitable customer to them for many years, and really they've gone above and beyond to get me to keep cards plenty of times before.
