Who decides what an intermediate car is?

Arriving from UK to pick up an intermediate we were given a Hyundai Velostar. The motoring press and Hyundai consider this a compact but the hire company rate this as an inter. Some of the compact cars in the pool were bigger than the Velostar including another Hyundai.
I won't go into the problems this caused but wish to seek redress.
When returning the car I wanted it noted that I didn't consider the car to be an inter for which I paid. However I was told I couldn't do this.
I know what I would do in the UK but not sure what to do in the USA as the car was hired direct from US website and paid for in dollars..
So two questions please;
1. Who decides what an inter is?
2. How is the best way to seek redress?
The car really was tiny, far too low for our purposes and thoroughly unsuitable for our trip.
Any suggestions gratefully received.
