IME, it's generally in the first half of the year that the major rental companies start looking at and placing orders for their fleet mix. Delivery then tends to happen around the middle of the year, just in time for the summer tourist season. Fall is the time for outfleeting older vehicles at auction.

Actual order and delivery may vary by market, but the large systemwide cycles I was aware of were as I described.
