Yea looks like the clearing priority is based on the travelers status. I have none so it is probably unlikely I will clear on an instrument upgrade.
It looks like R inventory is never available to assure an instant upgrade either. Is there any tool available to look for routes with R inventory? Used to have the Tampermonkey script but that doesn't work since United changed the website.
