They haven't done anything of the sort. Here's the landing page for the Cap1 Venture card for example:

Right under the top section, in the upper left-hand area, is the following:

Unlimited Rewards

Earn unlimited 2X miles—that's 2 miles for every dollar you spend on purchases. 100 miles is equal to $1 in travel rewards.

They're not advertising anything different than how the program operates in practice. Also, the T&Cs are clearly spelled out at the bottom of the page under:

THINGS YOU SHOULD KNOW ABOUT THIS REWARDS PROGRAM
[emphasis in original]

I'm guessing you got the card without reading the terms, assumed the rewards were valued a certain way, and are now upset that it isn't as you assumed? It's understandable to feel frustrated but it doesn't constitute fraud on the part of the company.

You mentioned that you're inexperienced. Just consider this a good learning opportunity. It pays to invest the time to carefully learn about programs before diving into them.

Of course, if you're still 100% convinced you were defrauded you can file a complaint with the CFPB and see what they say.
