That is right on the edge of what I would take with Global Entry and no checked bags. If you don't have GE or are checking bags, it's pretty dangerous, though I imagine ORD CBP will be quiet at 7:45.

If you're on one ticket, UA will reaccommodate you if you miss. Even if ORD-xxx is booked on another ticket, many report UA being willing to rebook you out of goodwill, but it certainly isn't required on their end.
Good luck! And if you have flexibility, I would consider changing your route, including and especially if your 9:25 flight is the last offered that day.
