I don't know enough to explain the full answer, but it's to do with routing flexibility.

The F fare is subject to the "higher intermediate point" rule and also only applies between area 1 and area 2.

So I guess the A fare can be used with all kinds of weird and wacky combinations outside Europe, whereas the F fare can't be.
