The free 24 hour cancel/change applies for a single 24 hour period, beginning with the first ticket issuance. It is not refreshed every time you cancel/change.
Also, making changes to awards online doesn't always work. Note in particular that if you are trying to hold an outbound partner flight in F, it is not advisable to make changes to the itinerary unless there is still available award inventory for the outbound flight, as there is a good chance it will otherwise be lost.
