a. CX is not liable in the incident.
b. Your friend can sue SBB CFF FFS. However, it is not a easy job as:
- SBB CFF FFS has a special status in Switzerland, which could potentially allow them to avoid liabilities.
- SBB CFF FFS must be negligent in the incident (i.e. the mechanical problem could be avoided) to be liable.

CX acted correctly. Technically speaking - your friend was a no-show. CX has done everything it should by allowing your friend to invoke flat-tire rule. CX has no obligation to re-book your friend on other carriers, since it is not CX's fault.
