You can try installing it manually:
- Extract KVS_AvailabilityTool.cab from KVS_AvailabilityTool.zip
- Extract all files from KVS_AvailabilityTool.cab to a directory of your choice.
If that does not work, you will have to run the setup to update the required system files.
On a sidenote, it is something that might be required if the windows version is in french.
