I suspect the liability shift itself would had to have been delayed a couple of years to allow that to happen. At least allowing MSD, although not ideal, would have gotten people used to contactless quickly.

It's possible that it's for EBT and not for regular cards. The McDonald's near my house for example has an old-looking Verifone standalone terminal for just that purpose.
